There’s a lot of overlap between cargo theft and terrorism, and Gadot notes that employees that can be induced to steal could also be coerced into planting a bomb.
RA3 – stands for “third-country regulated agents,” which are freight forwarders or any other entity that handles cargo. These companies must ensure European Union standard security controls, requiring on-site verification of the premises where air cargo or mail to the European Union are being handled – which is what Gadot is setting about to do.
